I actually love both Hotel Rwanda and Shooting Dogs--I think they are very different movies and focus on different aspects of the Rwandan genocide and how this affected people in a variety of circumstances, including but not limited to romantic relationships, journalists, clergy, etc.
Shooting Dogs/Enemy at the Gates is the unknown film of the two, and therefore the much more underrated, but they both are incredibly moving films.
I think the previous three comments have summed it up, but I'd like to pitch in by saying it's amazing that this film isn't on any list. I love Hotel Rwanda, but this is easily the more captivating film. It's very similar in story beats, but manages to place the audience more convincingly into the action and setting.
Hotel Rwanda was harrowing but I saw this film first and it is much more emotive. It also made me want to visit Rwanda....an amazing country, amazing people
