    Actually it's not that dumb. If you think about it, the instructions are actually reasonable.

    It's all about the distance to the detonation center. Ducking for cover will not save you if you are close to ground zero, but at 20 kilometers (I'm no expert) or so it could definitely give you some protection from flying glass shards or falling debris. Seems a reasonable thing to do for me.
    The blanket or newspaper...well, in case you are out in the open, and very far away...still better than nothing at all to protect your skin from the radiation.

    What seems so bizzarre is the "light-hearted" attitude, like a nuclear attack is not that big deal...on the other hand, they were adressing children so it seems appropriate not to scare the hell out of them. The film just documents the fear of impending nuclear warfare which was common at the time. Some people also see it as anti-Sovjet-propaganda.
