A comment on the YouTube video states: "I have just viewed the 46 minute print at la Cinémathèque française" implying the full film does exist, though the commentary displayed on screen in the video does seem to indicate that the remainder of the film is lost. The Cinémathèque française does seem to have shown the full version a couple of times though...

If your French is good enough, and you like Feuillade, and can get to Paris, it is worth taking allisoncm's advice. I watched it over three days there, by begging the Anne Hathaway lookalike behind the counter to let me in for five hours one day. They didn't charge me a penny (as I was only in Paris for the weekend), though it, as a resource, is worth the subscription fee of €15.

Worth noting: they are closed Monday's.
