Well it's all a matter of how you rate accomplishments. Spielberg could be called one of the most accomplished American directors of the last 30 years - but I would refrain from even mentioning him among the most accomplished directors in cinema history. This opinion might (or might not) be shared by "so-called film buffs", but truthfully I think it's a result of acquainting oneself further with the medium (i.e. buffness?)
I'm not entirely positive how it works, but i'm sure it doesn't work like that. After a certain amount of time every copyright becomes exempt, regardless of who made it, after which it becomes part of the public domain - or something.
It really does seem to become less relevant by the day doesn't it? Probably a decent way of getting acquainted with "local" cult classics but much MUCH too dynamic for my taste.
